Is Africa Wasting Time and Resources on Small Satellites?

Out of the 42 African satellites that have been launched, 26 are small satellites—representing a substantial 61.9%. In fact, 10 out of the 11 African countries that have launched satellites have done so with at least one small satellite. Should Africa continue to waste time and resources on small satellites?
