The Declaration was introduced by representatives from Côte d’Ivoire and the Economic Community of West African States (ECOWAS).

It was originally signed back in September 2018 during the 13th EUMETSAT User Forum in Africa, held in Côte d’Ivoire and illustrates the strengthening of capacities in Africa for preparing access to and exploiting data from the Meteosat Third Generation (MTG) satellites. It also encourages the creation of an African Meteorological Satellite Applications Facility (AMSAF) to generate products that meet specific African needs.

The benefits of MTG for Africa plus the challenges of accessing and exploiting the data from the MTG satellites was presented and discussed by experts during meetings that preceded the Ministerial Conference. A roadmap for the transition from Meteosat Second Generation (MSG) to MTG was presented by the chairperson of the Expert Group on satellite meteorology in Africa.

Based on this, the ministers encouraged the African Union Commission (AUC) and Regional Economic Communities (RECs) to pursue, with the technical support of WMO and EUMETSAT, the preparation of MTG and to mobilise resources for the strengthening of African capacities on satellite meteorology.
