ESSGI Invites Qualified Contractors to Procure and Launch ETRSS-2

Following the Request for Expression published in 2022, requesting an Expression of Intent as a pre-qualification for selecting a firm that offers consultancy services for developing high-resolution Earth observation satellites, the Ethiopian Space Science and Geospatial Institute (ESSGI) has announced an invitation to tender for competent contractors to procure and launch the Ethiopian High-Resolution Earth Observation Satellite Project (ETRSS-2). 

The tender with the procurement reference number – SSGI-ICB-G-0024-2015-BID complies with ESSGI’s core establishment policy to increase its fleet of Earth observation satellites to provide data for Ethiopian authorities and research institutions with a range of observation needs in environmental monitoring, mitigating climate change, etc.

Prior to this call, ESSGI launched two low-resolution Earth observation satellites with its partners’ support. Furthermore, the institute intends to develop another EO satellite that will act as ETRSS-1’s successor, ensuring data continuity. The satellite will be a sub-metric high-resolution optical remote sensing satellite. Thus, the invitation is extended to competent manufacturers/contractors/partners in the satellite industry to express interest in being considered as an implementer of a project to procure and launch the EO satellite. 

Eligibility Requirements/ Important Notice
  1. Bidders who wish to participate in the bidding process shall register on the electronic Government Procurement (e-GP) System. For unregistered suppliers, please follow the one-off sign-up and registration process indicated on the portal’s Get Started page.
  2. Bids will be opened online, and bidders or their representatives can participate virtually through the link, which will be availed in due course.
  3. Manufacturer authorisation letter – A letter of expression of interest signed by the firm’s representative indicating their name, capacity, address, nationality and delegated authority must be provided upon request.
  4. In the case of a bid submitted by a joint venture (JV), the Bidder must provide the details regarding the Joint Venture, the agreement governing the formation of the joint venture, or a letter of intent to form the JV, including a draft agreement, per ITB Clause 4.1
  5. Contractors must provide a Bid Security Fee of ETB 500,000. In addition, a Bid Security Form will be required from Small and Micro Enterprise, while a Bank Guarantee would suffice as Bid Security for Local and Foreign bidders.
  6. Contractors must submit their bids before the deadline time and date stated in this document.
  7. The Firm may withdraw its Proposal after the Proposal’s submission, provided that the Client receives the written notice of the withdrawal before the deadline prescribed for bids submission. 
  8. ESSGI reserves the right to reject any and/or all bids.
Bid Clarification

Contractors may request a bid clarification up to 10 May 2023, 3:00:00 PM (EAT). Any request for clarification must be sent in writing by mail or electronic mail to the Client’s address indicated here. The Client will respond by written or electronic mail to such requests.
